DGT NCERDispatching communication system

DGT has designed the DGT NCER dispatch communication system, which complies with the requirements of the NCER network code (Network Code on Electricity Emergency and Restoration) in the field of adapting voice communication systems and infrastructure related to communication systems used by the services dispatcher for users of power systems.

Due to the structure of power systems and the functions performed in them by the dispatching services, 3 groups of users of the power network were selected.

OSP (Transmission System Operator) - performing the superior function,
OSD (Distribution Network Operator),
SGU (Significant Grid User) - producers and significant consumers of electricity.

The NCER code requires each of these users to have at least one Control Center (two in OSP: main and backup), equipped with redundant telephone communication modules. The number of duplicate communication devices at a given control station for all three user groups is determined individually, depending on the size and needs resulting from the nature of a given control center.

The telecommunications modules are equipped with dispatcher consoles, with the possibility of switching from the main telecommunications module to the backup in case of failure. Dispatch consoles are connected to the modules via the VoIP (SuIP) interface. Additionally, digital system telephones are connected to the modules, which ensure emergency communication.

All calls made via digital system phones and dispatcher consoles are subject to registration. Recording of correspondence takes place via E1 (or VoIP) links, while triggering the recording and transferring information related to the recordings to the recorders is performed via the CTI interface.
